Abstract

The Indiana Commission on Health Care for the Working Poor in 1996 conducted 20 focus groups of low-income workers throughout the state to determine whether they would purchase private health insurance.

Cost to states to cover low-income workers and their families, existing safety-net providers, and low-income workers' unwillingness to purchase even heavily subsidized health insurance were factors considered in the commission's proposal.
