Office of Sponsored Projects Administration
The Office of Sponsored Projects Administration (OSPA) advances Sutter Health's mission by offering timely, comprehensive, and high-quality grant application and award management services to our investigators and their collaborators. OSPA is dedicated to adhering to the regulations set forth by our funding sponsors and safeguarding the financial, legal, and intellectual interests of our institution.
OSPA's services are divided into two specialized teams:
PreAward Team
This team works with investigators and staff to develop and submit funding proposals to federal, private foundation, and intramural/extramural sponsors.
PostAward Team
This team manages awarded grants and contracts, ensuring compliance with all applicable regulations while providing investigators and their teams with current financials and projections.
PreAward Notifications
- Please submit a RedCap “Notification of Intent to Submit (NotIS)” form to notify OSPA that you would like to submit a Letter of Intent (LOI), Prime, or Subcontractor proposal.
- It is important to complete as much information as possible. Click “completed” when you are ready to submit.

Preparing Your Grant Submission
PreAward support services include:
- Advising in the development of budgets and proposals
- Reviewing and submitting proposals for intra/extramurally funded projects
- Negotiating and accepting awards on behalf of Sutter Health
- Preparing, negotiating and executing subawards and project-related agreements
- Providing subrecipient monitoring oversight
- Serving as subject matter experts to advise on regulatory and contractual matters
- Facilitating compliance with a variety of federal and non-federal sponsor regulations and internal policies for funding
Timeline for Proposal Submission
Proposal submission beings with notifying the OSPA PreAward team. All proposal types - research, quality improvement, training, federal/state, intramural/extramural sponsor - must be submitted through OSPA. This includes projects that you are invited to participate through a subcontract or other arrangement after-the-fact.
The RedCap “Notification of Intent to Submit (NotIS)” form is a key step in notifying OSPA of your intent to submit a Letter of Intent (LOI), Prime, or Subcontractor proposal. This form will help OSPA quickly identify the specific deadlines and proposal requirements.
Navigating Your Active Award
Support for navigating the often-complex requirements of active awards is provided by a team of PostAward Grants & Contracts Analysts. Each award is assigned to an analyst to oversee for the life of the project. PostAward analysts have a combination of finance and grant administration experience.
PostAward support areas include:
- Progress reports
- Financial projections and reports
- Compliance oversight
- Prior approvals
- Rebudgeting
- Requesting no-cost extensions or renewals
- Requesting carryforward
- Monthly/quarterly meetings with the analyst, as desired
